DERRICK CUMMINGS, Permanent Secretary

Permanent Secretary Derrick Adolphus Cummings has brought to the Ministry a wealth of knowledge and experience in Marketing and Management.  His extensive career began around 1972 when he was appointed Cooperatives Organizer and Developer in the then Ministry of Economic Development.  He moved up to Assistant Secretary in the Ministry of Cooperatives and for 2 years was the Secretary/Manager of the Guyana National Cooperatives Union.

Mr. Cummings transitioned from coordinating consumer and community co-ops into the rice industry.  Around 1990 he was attached to the Guyana Rice Milling and Marketing Authority overseeing the divestment of rice installations, and later to Ruimzeight Rice Industries and CANDEL Ltd. holding responsibility for rice milling and exportation.

September 2002 found him in the private sector, appointed the first Executive Director of the Guyana Manufacturers Association (GMA).  He was responsible for developing and implementing strategies and policies for the manufacturing sector in Guyana.  His mandate straddled agriculture, food and beverage production, household products, children’s games, furniture and other wooden and metal products.

He returned to the public sector in 2005 to continue an outstanding career, merging the experience gained in the private sector into his role as the Private Sector Partnership Manager.  In the interim he was involved with the President’s Emergency Plan for AIDS Relief (PEPFAR) funded by USAID/GHARP, and co-founded what is today the Guyana Business Coalition on Health Awareness (GBCHA).  This organization’s main purpose is to guide the business sector’s response to HIV/AIDS by eradicating stigma and discrimination.

PS Cummings was the co-Chairman of the GuyExpo organizing committee from 2007 to 2014, and the Project Manager of the Micro and Small Enterprise Development unit which morphed into the Small Business Bureau in 2014.  These experiences he combined with accounting and administrative responsibilities as Permanent Secretary to the Ministries of Tourism, Industry & Commerce, Tourism and then Public Telecommunications.

He holds a Bachelor’s degree in Public Administration from the University of Guyana, several Diplomas in Cooperative Management and Administration, and has received formal training in Entrepreneurship and the Internationalization of SME’s.  He was appointed to his current post in January 2016.
